As you know Chinese custom, we can’t list this for $4, so we bring the price down to a better number.  Issued by Canada Post in 2012 for Chinese New Year, with explanations and a pre-printed dragon stamp, almost but not quite making this a Maximum Card.  Card measures 4-3/4″ x 6-5/8″.  Mailed in 2012, with partial postmark.  Edge abrasion.  Grade: 3
