Lat is and always will be Malaysia’s most famous (and perceptive) cartoonist.  These cards were issued by the New Straits Times, among others, and meant to be cut from a sheet, so all in the series will have irregular edges.  This one was mailed from Kuantan in 1991 with Perak stamp, full postmark, and significant ink transfer on the front.  Grade: 4
