Two unmailed cards from Mozambique’s Departamento de Informacao e Propaganda are available.  On one, someone has written an explanation into the address area (Grade: 4, $4).  The other is slightly aged but unused (Grade: 1, $5).  As a footnote, the Cifel factory was unused for ten years and resumed test operations under new ownership in roughly 2008.
