If the (fully legible) postmark that substitutes for a stamp gives the date as 19-10-12-11-M, what year would that be?  This card was mailed to France, apparently postage paid at the post office, with no message other than a merchant’s rubber stamp.  By the way, the city name is now Maputo.  Grade: 3
