You need to know the history–as we did, so we went to Wiktionary, which told us that a “scissorbill” was “an Industrial Workers of the World (IWW) and railroad term for someone who refused to join the union or who openly colluded with management to thwart the union,” much like what are called “scabs” today.  Unusual, unused old card published by Floyd L. Kelly of Illinois.  Grade: 2
